Government will need shs100 billion in terms of manpower, technical and financial resources to implement Uganda's National Physical Development Plan 2021 2040.

This was revealed on Wednesday during the launch of the development plan by the Deputy Prime minister Rebecca Kadaga

Speaking during the launch at the Office of the president in Kampala, Lands ,Housing  and Urban Development  minister, Judith Nabakooba called upon all actors to take seriously physical planning, implementation and enforcement particularly in the 10 new regional cities in order to make strengthen operations including within local governments .

“The National Physical Development Plan is informed by the fact that land, despite its competitiveness, is the only resource that can neither be increased or decreased and therefore requires good planning,” Nabakooba said.

“In the new cities so far, and so are all urban centres across the country, urbanization is one of the transformative and challenging trends leaders are facing. The pace is fast, now recorded at 4.5% growth per annum, and the urban population in general projected to nearly double by 2040 from the current 11m to over 20m. This means  we need a guide to planning for our people and our resources.”

She explained that the remaining centers which will not be urbanizing at a fast rate, the consolidated villages in rural areas could also be serviced better with essential resources like water and electricity among others.

“The national physical development plan will therefore further guide on the best utilisation of land and its use for the greatest economic benefit for present and future generations. This plan does not come in to replace other existing efforts such as those on physical planning but rather to supplement and guide their efforts for better cohesion.”

Nabakooba said the plan is meant to guide in the  establishment of infrastructural corridors to enhance industrialization but to also act as a guide towards   safe guarding protected areas and avoiding degradation of natural resources.

Raphael Magyezi, the local government Minister pledged the commitment of all local governments in implementing the plan.

Obiga Kania , the Minister of State Urban Devt, said the new National Physical Development Plan 2021 2040, will enable the establishment of more efficient working and living environments that will spur economic growth.

On the other side,  Lands Permanent Secretary Dorcas Okalany said the plan will enable digital planning of public and private sector facilities across the whole country.
